The ways of improving public administration under globalization

Abstract

The paper shows that the improvement of public administration is the prerogative of the state and is intended to serve the social welfare of the society and every person. However, during the reforms the state has moved away from the social aspect, and now there is a gap between challenges of globalization and the structure of management of society. The reasons for reforming public administration in Europe have been established, and the inconformity of public administration activities in Ukraine to the principles of democracy and rule of law is shown, as well as the inefficiency of the power system and low productivity in using public resources. The paper identifies the features of the process of changes in public models, functions and goals of the state in the direction from “the state – interventionist” to the regulating state, the key instrument of which become the elaboration of rules and filling the market gaps in the infrastructure and social sphere. The changing role of power structures in society and their relationship with citizens in hierarchical and receptive models is identified. Theoretical orientations of perspective development of public administration are provided, as well as the characteristics of new public management, renovated management, formation of political networks, participative management using three global approaches: market-liberal, liberal-communicative, democratic citizenship. The main ways of improving public administration in Ukraine under globalization and adaptation to modern requirements are offered.
