The flexibility of financial system in accumulation and transformation of financial resources

Abstract

In terms of economic development with cyclic dominance effect on the trajectory of dynamics of financial parameters, to ensure the financial system of accumulation and transformation of financial resources is extremely important. Extreme market dynamics in both directions causes negative floating on all sectors of the economy. Passage of institutions and financial markets through stages of economic and financial cycles requires appropriate regulation in regard to the reserves of their adaptation to attempt to overcome their "extreme elasticity" and "extreme rigidity" for the proper performance of the functions of financial support economic agents to reduce financial risks. Flexibility of the financial system in the implementation of these functions appears in flexibility to the recovery and expansion of the functional ability of the market, as well as flexibility to restrain extreme market. Flexibility is considered as an additional property to the basic characteristics - scale, efficiency, stability and access to financial market.
